Peking, September 14, 1909. IN my despatch No. 269 of the 26th July last, I reported the formal protest addressed to the Wai-wu Pu by the Russian Minister against the provisional trade regulations for the navigation of the Sungari river, and I added that information then at my disposal showed that the regulations in question were not at that time being enforced.
In a despatch, however, which I have now received from the acting consul-general at Mukden, Mr. Willis states that, according to information which has reached him from Harbin, the Russian merchants are now observing the Sungari regulations, and that the commissioner of customs at Harbin regards the question as practically settled.
For purposes of reference, I have the honour to enclose herewith copies of the above-mentioned regulations, together with copies of the Aigun customs provisional regulations.*
